Team Effort in the House to Overhaul Health Care |

|
Three powerful House committee chairmen have agreed to work together on legislation to overhaul the health care system, starting with the view that most employers should help finance coverage and that the government should offer a public health insurance plan as an alternative to private insurance (Pear, The New York Times, March 17, 2009).

No job, no bill: Physicians tell how they help longtime patients struggling during recession |

|
The six-physician ob-gyn practice of K. Anthony Shibley, MD, noticed an unusual scheduling pattern. Whenever a corporate layoff was announced, a surge of patients suddenly wanted to move up appointments or schedule them before their insurance ran out (Caffarini, amednews.com, March 17, 2009).
The suburban Minneapolis practice decided it wanted to assure patients that it wouldn't abandon them in their time of need. So it is letting all 10,000 of them know that if they are laid off and lose their insurance, they can get one free preventive visit and one Pap smear per year until they get another job and insurance. Experts say for the cost of a few visits, physicians can build up long-term loyalty that will pay off when hard times end.

Stimulus bill puts burden on physicians to tell patients of data breach |

|
Sending a letter to patients to notify them of a data breach in your office is more than just a nice thing to do -- it's becoming something you must do (Caffarini, amednews, March 17, 2009).
The recently passed stimulus legislation -- the American Recovery and Reinvestment Act of 2009 -- includes language that requires any physician office that has discovered a breach involving unsecured data to notify by letter every affected patient. The requirement is the same whether records are on a computer or in paper form. You have until 60 days after discovering the data breach to let patients know it happened.

Oregon lacks prescription monitoring program |

|
A Senate bill would establish a state system, which Washington also lacks Thirty-eight states have some form of prescription monitoring program to curtail abuses, but Oregon and Washington are not among them. Washington began developing a program last July but scrapped it this year because of its budget crisis. Oregon lawmakers are pushing a bill this session to set up a monitoring program, noting that the state ranks among the top 10 for prescription drug abuse per capita and fourth in the nation in prescription drug abuse by teenagers. Oregon Senate Bill 355 would require pharmacists each week to put the names of patients, doctors and prescribed drugs into a central database, which could be accessed only by prescribers and dispensers of controlled substances (Bernstein, Oregon News, March 14, 2009)

Industry expert says P4P movement needs leadership |

|
The healthcare industry broadly agrees that payment reform is key to healthcare reform, according to the keynote speaker at the National Pay for Performance Summit (Enrado, Healthcare Finance News, March 12, 2009).
The questions, however, are whether pay-for- performance, or P4P, will result in better value and who will lead the movement, said Robert Galvin, MD, director of Global Healthcare for GE Corp.
