  • Congress overrides Bush veto on Medicare bill

Congress voted to halt planned cuts in Medicare payments to doctors Tuesday, overriding President Bush's veto in a battle that pitted health insurers against physicians.

The new law stops a 10.6 percent cut in Medicare payments to doctors, part of a scheduled cost-saving formula that went into effect July 1.

CMS issues proposed decision for thermal intradiscal procedures

The Centers for Medicare and Medicaid Services (CMS) has proposed that the evidence is adequate to conclude that thermal intradiscal procedures do not improve health outcomes. Because of this CMS has determined that thermal intradiscal procedures are not reasonable and necessary for the treatment of low back pain and we propose to issue a national noncoverage determination for TIPs.

CMS is requesting public comments on this proposed determination. They are particularly interested in comments that include evidence not previously reviewed or that assess their evaluation of the evidence included in the determination.

After considering the public comments and any additional evidence CMS will make a final determination and issue a final decision memorandum.

CMS Proposes 2009 Payment System Changes

The Centers for Medicare & Medicaid Services (CMS) today issued a proposed rule that will update payment rates for calendar year (CY) 2009 and improve quality of services provided in hospital outpatient departments and ambulatory surgical centers (ASCs). The proposed rule builds on efforts across Medicare to transform the program into a prudent purchaser of health care services, paying based on quality of care, not just quantity of services.

    Doctors-insurers confrontation heats up

Doctors complain of shrinking payments from health insurers, pointing to insurance companies' huge profits and high CEO salaries. In response, insurers say doctors provide uneven care, overtreat patients, and push up costs for everyone. The decades-old confrontation has gotten more heated recently, as insurers squeeze doctors' payments as one way to bring down soaring healthcare costs. (Roberson, Dallas Morning News, July 14, 2008)

More Texas doctors opting out of Medicare

An increasing number of Texas doctors are opting out of Medicare, weary of the perennial fights over cuts in reimbursement. Only 58% of doctors in the state now accept new Medicare patients, according to a survey by the Texas Medical Association. That number is down from an estimated 90% before 1990. Among primary-care doctors, the percentage that now accept Medicare patients is 38%. Leaders of the Texas Medical Assocation now predict the percentage will continue to plummet if Congress doesn't arrive at a long-term solution soon. (Houston Chronicle, July 8, 2008)
